Leamington Council Meeting Minutes from June 13, 2023

At the Leamington Council meeting held June 13, 2023, Council:

  • Held a Public Meeting under the Drainage Act and:
    • Approved improvements to the outlet portion of the Gorrell Drain to address the continual drain bank erosion within the subject property at 418 Seacliff Drive West (County Road 20).
    • Adopted the Lebo Creek Drain Watershed Rehabilitation Project report provided by N.J. Peralta Engineering Ltd. to legalize a portion of the drain, update original assessments, and improve the drainage works.
  • Held a Public Meeting under the Planning Act and:
    • Approved Consent Application B-07-23 to create a new commercial recreation lot with an area of 0.51 hectares located at 304 Robson Road (Erie Shores Golf and Country Club) and Zoning By-law Amendment Application (ZBA) No. 277 to change the zoning of the retained and severed parcels.
    • Approved Consent Application B-08-23 to create a new commercial recreation lot with an area of 0.46 hectares located at 483 Bevel Line, approved Consent Application B-09-23 to add 0.06 hectares of land from 2 Augusta Drive to the lot creation at 483 Bevel Line, and approved ZBA No. 278 to change the zoning of the severed lands.
  • Appointed N.J. Peralta Engineering for the preparation of an Engineer’s Report to create a bank stabilization design for immediate bank repairs and plan for future bank repairs on the West Marsh Drain along Mersea Road D.
  • Approved the exemption of Bevel Line Village from the provisions of Part Lot Control and denied the applicant’s request to consider a reduction or waiver of application fees.
  • Endorsed the concept of a regional approach to waste management and directed Administration to provide an update on the regional waste management program County by-law and the logistics of uploading the waste management services at a future Council meeting.
  • Retained the services of J&T Trucking & Excavating Inc. in the amount of $19,175 excluding HST to assist Leamington Water Services staff with the Mersea Road 7 Watermain Extension Project to extend approximately 400 metres of watermain from 2214 Mersea Road 7 to 2232 Mersea Road 7. Council approved up to $60,000 excluding HST for material and internal labour costs with the entire project to be funded from the Water Line Renewal reserves.
  • Authorized the purchase of a new valve maintenance trailer for Leamington Water Services from Wachs Canada Ltd. in the amount of $119,980 excluding HST.
  • Awarded the Sanitary Pump Station 200 Project to replace the sanitary pump station located on the north side of Robson Road, east of the existing trail to Nevan Construction Inc., in the amount of $1,573,150 plus HST with the $215,200 variance to be funded from the Pollution Control Centre Reserve.
  • Awarded the contract for the Iroquois Storm Sewer Outlet Replacement to Matassa Incorporated, in the amount of $197,725 plus HST.
  • Awarded the contract for the Fire Station and Police Services roof replacement to Gillett Roofing Inc, for the sum of $264,975 plus HST to be funded from the Fire Services reserve and the Police Services reserve.
  • Awarded the contract for the Library roof replacement to Gillett Roofing Inc, for the sum of $72,100 plus HST.
  • Awarded the contract for the Leamington Arts Centre roof replacement to Accent Roofing and Siding, for the sum of $164,500 plus HST.
  • Authorized entering into an agreement with StrategyCorp Inc. for the undertaking of an organizational review in the amount of $174,048, exclusive of HST.
