Leamington Council Matters — March 28, 2023

At the Leamington Council meeting held March 28, 2023, Council:

  • Adjourned the Court of Revision regarding the B & C Concession Drain West to May 9, 2023.
  • Held a Public Meeting under the Planning Act and approved:
    • Temporary Use Zoning By-law Amendment ZBA No. 270 to permit two single detached dwellings on the subject property located at 1911 Mersea Road 11 for a period not to exceed one year.
  • Received a presentation from ProsperUs.
  • Contributed $52,000 to the South Essex Arts Association for the delivery of three Mill Street Markets in 2023.
  • Approved a by-law to permit the construction of sidewalk patios in the uptown area in accordance with the Sidewalk Patio Guidelines, effective January 1, 2024.
  • Received the Mersea Road 7 Speed Reduction Report.
  • Allocated grant funding for the 2023 Community Improvement Plan (CIP) Applications to the following grant programs:
    • Building Exterior and Façade Program – $140,000
    • Renovation Program – $50,000
    • Sidewalk Café Program – $10,000
  • Awarded the Watermain Replacement Design and Contract Administration Services project to RC Spencer Associates in the amount of $150,000 excluding HST.
  • Received a report regarding the following annual reports:
    • 2022 Union Water Supply System Annual Report
    • 2022 Union Water Supply System Summary Report
    • 2022 Leamington (Union) Distribution System Annual Report
    • 2022 Wheatley Drinking Water System Annual Report
    • 2022 Leamington (Wheatley) Distribution System Annual Report
  • Entered into the 2023 Pathway to Potential agreement with the City of Windsor.
  • Approved Phoenix Drainage (2019) Limited as the contractor to undertake the Marina Waterline Repairs project in the amount of $126,100 (plus HST).
  • Accepted Talbot Street Alternative 2 as the preferred functional design alternative and as the basis for detailed design and tender preparation provided by RC Spencer Associates; and
    • directed administration to proceed with the preparation of detailed design drawings and tender documents for the Erie Street portion of the project.
  • Retained the services of AECOM Canada Ltd. to complete the engineering, design and contract administration services in accordance with the proposal submitted by AECOM Canada Ltd dated March 6, 2023, in the amount of $718,421 (excluding HST).
  • Entered into the LT-Go bus bench Advertising Proposal Agreement with Creative Outdoor Advertising for a 10-year contract.
  • Received a report regarding the Treasurer’s Statement – 2022 Councillor and Appointee Remuneration and Expenses.
  • Directed Administration to prepare a report regarding Consent Agendas.
