• Held a Public Meeting under the Planning Act and approved:
  • Zoning By-law Amendment Application (ZBA) No. 272 to rezone the commercial property at 282 Erie Street South from a Commercial Highway (C2) Zone to a Commercial Highway (C2-22) Zone to create a site-specific zone for limited commercial uses and to establish the required parking associated with the permitted uses.
  • Provisional approval of Consent Application B-18-22 to create a surplus dwelling lot located at 1402 Mersea Road 6.
  • ZBA No. 269 to change the zoning of the severed lot at 1402 Mersea Road 6 from an Agricultural Hobby Farm Zone to an Agricultural Residential Zone and change the zoning of the retained farm parcel from an Agricultural Hobby Farm Zone to a site-specific Agricultural Hobby Farm Zone.
  • Official Plan Amendment Application (OPA) No. 21 to amend Schedule A-6B to the Leamington Official Plan for the property at 126 Talbot Street West, the former high school parking lot, from industrial to a Western Commercial District.
  • ZBA No. 271 to amend the zoning of the property located at 126 Talbot Street West from an Institutional to a site specific General Commercial Holding Zone to allow for limited commercial uses including retail stores, grocery stores, offices, clinics, personal and other service uses and accessory uses.
• Approved the installation of a Battery Energy Storage System (BESS) at the Leamington Pollution Control Centre and entered into an agreement with Essex Energy Corporation for the installation and operation of the BESS.
• Approved the exclusive use of the following areas from August 25, 2023 to August 27, 2023 for the Wings Over Windsor Air Show:
  • Seacliff Beach and Park from the South end of the Splash Pad to the waters edge, inclusive of parking lots,
  • The section of the Waterfront Promenade around the flag poles for dedicated accessibility ticketholders,
  • Forest Avenue angled parking spaces, restricted to local traffic only,
  • Erie South Parking Lot,
  • Leased section of the Dock.
• Approved the purchase of one 2023 Dodge Ram 1500 pick-up truck from Blue Mountain Chrysler, two 2023 Dodge Ram 1500 pick-up trucks from Provincial Chrysler, one 2023 Dodge Ram 1500 pick-up truck from Provincial Chrysler, and two 2023 Ford F550 Cab and chassis from Rose City Ford.
• Awarded the Erie Street South PXO Installation and rainbow crossing to Quinlan Inc.

• Approved By-law 25-23 to provide for the 2023 final tax levy for the Municipality of Leamington.

• Authorized an agreement with 1830131 Ontario Limited to allow for the construction of windows on the westerly facing façade of the building located at 26 Setterington Street.

• Nominated Mayor Hilda MacDonald to the 2023 Ontario Small Urban Municipalities Executive Committee.

• Appointed Mayor Hilda MacDonald as proxyholder for the Municipality to sign the shareholder’s special resolution in Appendix D to the proposal submitted to the Municipality by Essex Power.
