Major Upgrade To Windsor’s Water System Starts In March

Windsor Utilities Commission (WUC) is advancing its infrastructure renewal program with Phase Three of the Central Corridor Feedermain (CCFM) project, extending from Milloy Street to the A.J. Brian Pumping Station. This phase delivers another major upgrade to Windsor’s water system.

ENWIN Utilities, WUC’s operating partner, is collaborating closely with The City of Windsor, BusKids, Stantec, Amico Infrastructures Inc. (Amico), MNSI, Enbridge, and other local partners to manage construction activities and maintain communication throughout this phase.

On January 29, WUC and ENWIN hosted a Public Information Centre (PIC) to share details about the project’s design, schedule, and community benefits. Representatives from ENWIN, the City of Windsor, Stantec, and Amico spoke directly with residents, and invited questions.

Tendered by WUC and awarded to Amico, construction begins in March 2026 and includes the installation of a 1,200 mm diameter prestressed concrete pressure watermain in the following areas:
• Milloy Street, from Chandler Avenue to Ford Test Track Park
• West side of Ford Test Track Park, from Milloy Street to Seminole Street
• North side of Ford Test Track Park, from Ford Canada Driveway to 80 m west of Central Avenue
• Seminole Street, from 80 m west of Central Avenue to Central Avenue
• Central Avenue, from Faust Street to A.J. Brian Pumping Station, including microtunnelling under the Essex Terminal Railway (ETR) and VIA Rail tracks

Additional storm sewer, sanitary sewer, local watermain and road replacements will occur on Central Avenue between Seminole Street and Faust Street.

Before work begins, Amico will have MIT Inspections Inc. complete pre-construction condition surveys on adjacent properties.

WUC, ENWIN and Amico are working to minimize traffic disruptions and maintain access for residents and businesses; however, occasional temporary delays may occur. To ensure the safety of workers in the area, motorists are urged to reduce speed, follow all posted signage, and remain alert when traveling through construction zones.
