At the Leamington Council meeting held Tuesday, August 26, 2025, Council:
- Received a presentation from John Mascarin, Partner, Aird & Berlis LLP, regarding Strong Mayor Powers.
- Held a public meeting under the Drainage Act and adopted a report by Peralta Engineering regarding two new access bridges of the East 10th Concession Road Drain. The Council directed that the project be tendered. Should the tenders received be within the engineer’s construction estimate of $100,742, the Manager of Engineering is authorized to award the tender and enter into the necessary agreements.
- Held a public meeting under the Planning Act and approved Zoning By-law Amendment No. 353, to rezone the subject lands at 420 Oak Street East from a Residential Zone (R2) to a site-specific Residential Zone (R3-25) to permit two multi-unit residential dwellings.
- Considered a report on a Municipal Accommodation Tax. Council directed Administration to continue to investigate a Municipal Accommodation Tax (MAT) for Leamington, when appropriate, and to continue to discuss with Tourism Windsor-Essex Pelee Island to be the designated tourism entity to benefit from a portion of the MAT collected.
- Considered a funding request made by the South Essex Arts Association (Leamington Arts Centre). Council resolved not to provide financial support to the Association for the purchase of 38 Erie Street North, Leamington.
- Approved modifications to the Salaried Pay Policy and approved the proposed salary grid for full-time, non-union positions, effective September 21, 2025.
- Awarded the Waterfront Destination Market Plaza and Parking Lot Construction Project contract to Amico Infrastructures Inc., in the amount of $5,498,299 (plus applicable taxes).
- Approved Spaans Babcock Inc. as the supplier of new Archimedes Screw Pumps for the upper pumping station at the Leamington Pollution Control Centre at a total cost of $551,569 excluding HST, and authorized a Purchase Order to Spaans Babcock Inc. in the amount of $110,314 excluding HST for preparation of manufacturing shop drawings.
- Approved the closure and transfer of a portion of an alley, Oak Street West to Askew Street, for a price of $8,200 plus HST, inclusive of the Municipality’s legal costs.
- Authorized the purchase of an easement over Part Lot 9, Concession A, Mersea, designated as Part 2, 12R-25701 (PIN: 75113-0938) from Caldwell First Nation GP Inc.
