Leamington Council Considers — August 12, 2025

 

At the Leamington Council meeting of Tuesday, August 12, 2025, Council will:

  • Hold a public meeting under the Drainage Act to consider:
    • Adopting the report provided by Peralta Engineering for a new access bridge over the South Dales Drain – 9th Concession Branch.
    • Authorizing the project to be tendered and, should the said tenders be within the engineer’s construction estimate of $55,968, authorizing the Manager of Engineering to award the tender and enter into necessary agreements.
    • Approving a by-law to provide a new access bridge over the South Dales Drain – 9th Concession Branch.
    • Holding a Court of Revision and appointing Tony Peralta of Peralta Engineering, Drainage Superintendent Janice Dougherty, and Drainage Superintendent Shawn Stasko as Commissioners to superintend the drainage works.
    • Advising the Lower Thames Valley Conservation Authority (LTVCA) of the proposed improvements.
  • Hold a Public Meeting under the Planning Act to Consider:
    • A consent application seeking to sever 0.239 hectares from 427 Mersea Road 6 to create a surplus farm dwelling lot and merge the retained land with the abutting farm to the east. Council will also consider a Zoning By-law Amendment to rezone the retained farm and the receiving farm to the east to A1-49, to prevent further residential development.
    • A consent application which seeks to sever 3.44 hectares from 432 County Road 18 and add it to 500 County Road 18. The consent application also seeks to merge the retained 2.39 hectares with 430 County Road 18.
    • A Zoning By-law Amendment to rezone the severed lands from an Agricultural Hobby Farm (A3) Zone to an Agricultural Hobby Farm (A3-17) Zone, to match the receiving lands.
  • Consider approving the 2023 audited consolidated financial statements for the Corporation of the Municipality of Leamington. Council will also consider authorizing Administration to publish the 2023 audited consolidated financial statements on the Municipality’s website.
  • Consider receiving the 2023 Year-End Variance Analysis Report. Council will also consider approving the following transfers of 2023 municipal taxation-funded surplus funds, for a total amount of $7,157,695:
    • Contingency Reserve – $2,757,695
    • Waterfront Redevelopment Reserve –  $2,400,000
    • Engineering Reserve – $1,000,000
    • Parks Reserve – $1,000,000
  • Consider retaining the services of Tham Surveying Limited of Vaughan, Ontario, to complete the topographical and legal survey for segments 1-3 of the Northeast Trunk Sanitary Sewer, in the amount of $62,795 (plus applicable taxes).
  • Consider a policy for the Municipality’s development, procurement and use of artificial intelligence.
  • Consider the Engineer’s report for changes in assessment for the McCracken Drain.
  • Consider a Zoning By-law Amendment which seeks to remove the holding zone provision for the property located at 33 Hodgins Street to allow the construction of the approved multi-unit residential and stormwater infrastructure.
  • Consider the proposed Plan of Subdivision for Southwind Estates, located east of County Road 33 between Mersea Road 1 and Mersea Road 2.
