Leamington Council Considers – March 10, 2026

At the Leamington Council meeting of Tuesday, March 10, 2026, Council will:

  • Hold a Public Meeting under the Planning Act to consider:
    • An application for 97-99 Seacliff Drive West to remove the Holding symbol from the property to facilitate a multi-unit residential development.
    • An application for 441-459 Talbot Street West to permit the rezoning of the lands from an Agricultural Hobby Farm Zone to an Agricultural Extractive Zone to support the continuation of existing aggregate operations.
    • An application for 915 Mersea Road 5 to sever lands to create a surplus farm dwelling and rezone those lands to an Agricultural Residential Zone. The application also requests a rezoning of the retained lands to an Agricultural General Zone and a rezoning of the adjacent farmlands to an Agricultural General Zone.
    • An application for 283 Seacliff Drive West to sever lands and add them to 293 Seacliff Drive West and to rezone the severed parcel to a Residential Zone.
  • Consider removing the ice at Highbury Canco Arena effective March 24, 2027, to accommodate the 2027 Ontario Gymnastics Championships and to direct Administration to implement mitigation measures for affected user groups.
  • Consider authorizing the execution of the Ontario Transfer Payment Agreement of the Municipal Housing Infrastructure Program, Irrigation/Agricultural Stream.
  • Consider awarding additional funds in the amount of $882,965 to AECOM Canada Ltd. for increased site inspection, contract administration services and project management during construction of the Northeast Trunk Sewer and Seacliff Drive Reconstruction (phases 2-4) project. Council will further consider awarding additional funds in the amount of $1,864,733 to Sterling Ridge Infrastructure Inc. for the expanded construction scope proposed for the Northeast Trunk Sewer and Seacliff Drive Reconstruction (phases 2-4) project.
  • Consider authorizing the execution of the Ontario Transfer Payment Agreement of the Municipal Housing Infrastructure Program, Health and Safety Water Stream.
  • Consider a report regarding the Waterfront Market Plaza Proof of Concept Project Plan and authorizing a funding plan for BREW onthe42 including capital and operating costs for a two-year pilot program and associated costs.
  • Consider adopting a Sale and Disposition of Land policy.
  • Consider amending the 2025 and 2026 Tarriff of Fees By-laws in relation to the Nature Fresh Farms Recreation Centre and Arena Fees, Marina Fees, and By-law Enforcement Fees.
  • Consider a progress report regarding the Records and Information Management System.
  • Consider an annual report on open and closed meetings for 2025.
  • Consider repealing an Election Signs policy.
  • Consider annual reports from Union Water Supply System, Leamington (Union) Distribution System, Wheatley Drinking Water System and Leamington (Wheatley) Distribution System for 2025.
  • Consider authorizing an agreement with KEWIN & Associates Inc. and SKA Apartment Rentals to permit the use of designated common areas within Lakeview Tower as a temporary shelter space for Marina attendees during a weather event.
  • Consider renewing the Preventative Maintenance Agreement with LIVunltd for monthly preventative maintenance servicing of fitness equipment at the Nature Fresh Farms Recreation Centre for a one-year term.
