The Town of Essex is pleased to announce that Horizon Investment Holdings Ltd. has been selected as the successful proponent of the recent Request for Proposals (RFP) process for the purchase and redevelopment of the former Harrow High School property, located at 45 Wellington Street in Harrow, Ontario.
The redevelopment of the 3.4-acre site will transform the former secondary school property into a vibrant, high-density residential community, that complements the surrounding neighbourhood. The proposed project will deliver much-needed housing options for residents while supporting local growth and revitalization in Harrow.
“This is a major milestone for the Harrow community,” said Sherry Bondy, Mayor of the Town of Essex. “The redevelopment of the former high school property is not only about new housing, it’s about creating a thriving, inclusive space that reflects the future we envision for our Town. We’re excited to work with Horizon Investment Holdings Ltd. to bring this vision to life.”
The successful proposal includes a mix of high-density residential unit types including townhomes and apartments up to six storeys. The proposal includes accessible, barrier-free units and has sustainable building features such as geothermal heating and cooling, rooftop solar panels, energy-efficient materials, and EV charging infrastructure.
“We are honored to be entrusted with a task to provide a variety of housing options ranging from studio, one-bedroom, two-bedroom to three-bedroom suites in different types of building forms including 2-storey stacked townhomes and 3-storey 6-plexes, said Wing On Li, CEO of Horizon Investment Holdings Limited. “Most importantly, we aim to offer sustainable homes at attainable prices to address the acute housing shortage problem in the community”, said Li.
Horizon Investment Holdings Limited, a leading real estate developer in the Essex-Windsor area, has been focusing on multi-family dwellings, eco-friendly freehold homes and subdivisions since 2018 in Windsor, LaSalle and the Town of Essex.
The next steps will include hosting a Neighbourhood Meeting in advance of formal Planning & Development applications in an effort to obtain public and stakeholder input on the proposed redevelopment. Once completed, the project is expected to introduce 160 new residential units, including a mix of ownership and rental opportunities.
