Leamington Council Matters – October 14, 2025

At the Leamington Council meeting of Tuesday, October 14, 2025, Council:

  • Approved the issuance of Municipal Supported Resolutions (MSRs) for a number of project proposals to the Independent Electricity System Operator’s (IESO) Long-Term 2 procurement process. The IESO project aims to help meet Ontario’s projected electricity needs between 2029 and 2034.
  • Passed the first and second reading of a Zoning By-law Amendment (ZBA) to remove the Holding (H) symbol from the zoning of the properties located at 1-20 Vista Isle Avenue. A third reading of the by-law, removing the holding zone, will occur when the servicing of the subdivision is complete.
  • Awarded the contract for the Maple Askew Sewer Reconstruction to Nevan Construction Inc. in the amount of $277,770 (plus HST).
  • Directed that the 2026 Municipal Election will be held by in-person voting with the use of electronic tabulators. The 2026 Municipal Election is scheduled for Monday, October 26, 2026.
  • Received a report regarding the budgeting process under Strong Mayor Powers. Council reduced associated timelines for the budget process.
  • Awarded the contract for the Municipal Office Improvements – Phase 2 project to Barrineti Construction Ltd. in the amount of $110,686.81 (Plus HST). Council also awarded the administration of the contract for the Municipal Office Improvements – Phase 2 project to J.P. Thomson Architects Ltd. in the amount of $6,800 (plus HST).
  • Approved a Privacy Breach Response Policy and Procedure outlining procedures for preventing, detecting, and responding to privacy incidents and privacy breaches.
  • Appointed Councillor Tiessen and Councillor Wilkinson as Council representatives to the Leamington Committee of Adjustment for a one-year term expiring on December 31, 2026. Council also appointed Mayor MacDonald as an Alternate Member to the Committee of Adjustment for a term to expire on December 31, 2026.
  • Approved the extension of the winter parking lot maintenance contract to Landscape Effects Group for an additional three-year term.
