Leamington Council Matters — September 9, 2025

At the Leamington Council meeting of Tuesday, September 9, 2025, Council:

  • Held a Public Meeting under the Planning Act and approved an application to sever 4.19 hectares from the vacant parcel of land located at Highway 77 and Mersea Road 5; approved an application to establish a permanent easement on the retained lands for access to the east side of the Beacom Drain; and approved an application to rezone lands from Agricultural General Zone (A1) to Commercial Industrial Zone, and Commercial Industrial Zone (C4h).
  • Approved reducing the speed limit from 80 km/h to 60 km/h on Mersea Road 8 between Albuna Townline (County Road 31) and Highway 77.
  • Retained AECOM Canada Ltd. to complete the engineering, design, and contract administration services for the NE Trunk Sanitary Sewer – Segments 1-3 (Seacliff Drive East to Mersea Road 4) in the amount of $983,000 excluding HST.
  • Approved a Cash-in-Lieu Parking Policy for the Waterfront area and established the following fees related to the policy:
    • Cash in Lieu of Parking Application $350.00
    • Cash in Lieu of Parking per Parking Space $4,641.84
  • Passed a resolution of support to enable the County of Essex to proceed with the Additional Residential Unit modifications to Official Plan Amendment 31.
  • Received the Municipality of Leamington’s 2024 restated budget for disclosure in the Municipality’s 2024 financial statements. Council also received the impact on the accumulated surplus by excluding expenses from the 2024 adopted budget.
  • Approved the adoption of a Routine Disclosure Policy to enhance access to public records and information.
  • Approved an Information and Data Management Policy which establishes clear responsibilities for the effective management of all municipal information assets (e.g., records, data, documents, databases, emails, images, audio, video files, etc.).
  • Approved a Technology Acceptable Use Policy that provides clear guidelines as to acceptable and unacceptable uses of the Municipality’s IT resources (e.g., hardware, software, networks, data, and services provided by or through the Municipality).
  • Approved the 2026 Council Calendar of Meetings.
  • Retained the services of Pedestal Solutions Incorporated to complete the Replacement of the AB Pier Marine Power Pedestal Units at the Marina in the amount of $152,167 (excluding HST).
  • Amended the Delegation of Powers and Duties By-law for further opportunities to create efficiencies, ensure accountability and improve processes.
