At the Leamington Council meeting of Tuesday, October 24, 2023, Council:
- Held a Court of Revision under the Drainage Act and:
- Adopted the schedule of assessment outlined in the engineer’s report dated June 30, 2023, to provide for a bridge over the 11th Concession Branch of the East Ogle Drain, together with By-law 73-23.
- Held a Public Meeting under the Planning Act and:
- Approved a Zoning By-law Amendment (ZBA) to permit the keeping of chicken and fowl on A5 properties.
- Approved a Consent Application to create a surplus dwelling lot located at 2010 Mersea Road 11 and ZBA applications to change the zoning of the severed lots to an Agricultural Residential Zone and an Agricultural General Zone respectively.
- Approved a ZBA to change the zoning of a portion of vacant lands on the south side of Seacliff Drive West to an Environmental Protection Zone.
- Authorized administration to negotiate and execute a cost apportionment agreement with the Essex Region Conservation Authority.
- Authorized administration to negotiate and execute a cost apportionment agreement with Lower Thames Valley Conservation Authority.
- Passed a Municipal Support Resolution for the development, construction, and operation of long-term reliability projects for Under Sun Acres Green Energy Inc.
- Approved the waiver of all municipal fees for the Building Bridges Erie Shores Housing project located at 310 Sherk Street for all affordable units to a maximum of $100,000, including all fees already incurred to date.
- Received a semi-annual report regarding the By-law Enforcement department.
- Approved an amendment to By-law 78-23 2024 Municipal Fees to include a fee for civil marriage ceremonies that are performed after office hours and in a non-English language.
- Appointed Keaton Wells, Lucas Medeiros, Steven Mendoza, Christina Neufeld, Mia Raffoul, Gianna Saad, Vitheshvar Christy, David Kim and Massimo Maiuri to the Mayor’s Youth Advisory Committee.
- Authorized the purchase of lands from:
- Leamington Property Holdings Inc. for the purchase price of $2,563,662,50 plus land transfer tax and legal fees;
- Seacliff Developments Inc. for the purchase price of $483,600 plus land transfer tax and legal fees; and
- Seacliff Developments Inc., Tank Development Group Inc. and Ranmic Saccucci Holdings Inc. for the purchase price of $1,456,650 plus land transfer tax and legal fees.
