Leamington Council Matters — June 24, 2025

At the Leamington Council meeting of Tuesday, June 24, 2025, Council:

  •  Held a Court of Revision under the Drainage Act and confirmed the Schedule of Assessment in the Engineer’s report for a new petition drain branching off the Sturgeon Creek Drain to be known as the Brunato Drain.
  •  Approved an amendment to the language of the Official Plan to permit Additional Residential Units and allow mixed-use developments in the residential designation.
  • Approved a Zoning By-law Amendment to regulate the development of Additional Residential Units and remove barriers to develop Additional Dwelling Units. Council also authorized an amendment to the zoning provisions to allow the development to proceed without site plan control.
  • Authorized a Zoning By-law Amendment to rezone the property located at 21 Robson Road from a Commercial General (C6-8) Zone to a Commercial General (C6-17) Zone and allowed the development of a 6-storey mixed-use building consisting of first floor commercial space and five stories of residential units.
  • Adopted the Accessibility Audit Final Report. Council also authorized the use of the balance of the Accessibility Reserve to complete the higher priority items.
  • Awarded the purchase of the Security Camera Solution to Empire Communications in the amount of $115,000 (plus HST).
  • Approved the Municipality of Leamington’s 2025 Asset Management Plan.
  •  Approved the construction of the Seacliff Beach boardwalk extension and archway sign. Council also awarded the construction of the extension to Boudreau Commercial Contracting Inc. in the amount of $132,070 (plus applicable taxes).
  • Authorized Administration to seek proposals from qualified firms to complete the design of segments of the Northeast Trunk Sanitary Sewer, including detailed engineering design, archaeological and biological assessments, construction contract administration, geotechnical design, and geotechnical contract administration.
  • Approved a reduction to the maintenance security holdback after acceptance, from 25% to 10% of the value of the work, allowing developers to use that capital for other development initiatives.
  •  Adopted the Engineer’s report for the Changes in Assessment to the Coulson, Saris, and Brackenbury Drains for parcels 580-01600 and 580-01519.
  •  Approved a new Joint Pound Facility and Animal Control Agreement with the Town of Kingsville.
  •  Awarded the contract for the watermain replacement and asphalt resurfacing of Maxon Avenue, Sherman Street, James Street, and a portion of Wigle Street to Rapid Drainage Ltd. in the amount of $1,229,589 (excluding HST).
