Leamington Council Considers – May 13, 2025

At the Leamington Council meeting on Tuesday, May 13, 2025, Council will:

  • Hold a public meeting under the Drainage Act to consider:
    • Adopting the report provided by N.J. Peralta Engineering, dated April 9, 2025, to provide for the creation of a new municipal drain branching off the Sturgeon Creek Drain, to be named Brunato Drain.
    • Authorizing the project to be tendered, and should the said tenders be within 133% of the engineer’s construction estimate of $280,654, that the Manager of Engineering be authorized to award the tender and enter into necessary agreements.
    • Approving a By-law to provide for the Brunato Drain.
    • Holding a Court of Revision, and that Tony Peralta, P. Eng, N.J. Peralta Engineering; Bill Fuerth, P. Eng., Manager of Engineering Services; Janice Dougherty, Drainage Superintendent; and Shawn Stasko, Drainage Superintendent, be appointed as Commissioners to let and superintend the drainage works.
    • Advising the Essex Region Conservation Authority (ERCA) of the proposed improvements.
  • Hold a public meeting under the Planning Act to consider:
    • A consent application that seeks to rezone the severed 0.79-hectare parcel from Agricultural Restricted Zone (A2) to Agricultural Residential Zone (A5), to recognize the residential use of the surplus farm dwelling located at 887-923 Talbot Road East. Council will also consider approving rezoning the retained 68.54-hectare farm parcel from Agricultural Restricted Zone (A2) to a site-specific Agricultural Restricted Zone (A2-13).
  • Consider entering into an agreement with Skyway Canada Limited for Phase I – Lane Protection Installation on the southeast side of the Leamington Arts Centre, located at 72 Talbot Street West, in an amount not exceeding $16,050.
  • Consider entering into an agreement with JP Thompson Architects Ltd. for Phase II – East Wall Remedial Work (Design and Tender Preparation) to complete the design drawings in the amount of $17,800. Council will also consider entering into an agreement with JP Thompson Architects Ltd. to prepare tender documents and provide contract administration in the amount of $78,300 for the exterior work on the Leamington Arts Centre.
  • Consider two options:
    • Directing Administration to initiate a tender process for Phase IV, being the Heritage Restoration Work to stabilize and repair the east façade.
    • Authorizing Administration to initiate a tender process for Phases IV through VI, being the Heritage Restoration Work and the Long-Term Restoration.
  • Consider approving the following 2025 Municipal Community Partners:
    • Leamington District Chamber of Commerce – $15,000
    • Leamington-Mersea Historical Society – $7,000
    • Migrant Worker Community Program – $7,000
    • South Essex Arts Association – $60,000
    • Sun Parlour Players Community Theatre – $18,000
    • Leamington Horticultural Society – $4,800
  • Consider approving the following 2025 Municipal Grants:
    • Erie Shores Family Health Team – $5,000
    • Hogs for Hospice – $4,025
    • Erie Shores Health Foundation – $5,000
    • Multicultural Council of Windsor Essex – $6,000
    • The Salvation Army – $5,000
    • St. Clair College Foundation/Bank Theatre – $3,200
    • Bridge Youth and Resource Centre – $10,000
    • United Way – $2,815
    • Youth Diversion – Essex County Diversion Program – $10,000
  • Consider authorizing the execution of the Ontario Transfer Payment Agreement under the Municipal Housing Infrastructure Program – Housing Enabling Core Servicing, between His Majesty the King in the right of Ontario as represented by the Minister of Infrastructure, and the Corporation of the Municipality of Leamington.
  • Consider retaining the services of the Sun Parlour Players Community Theatre as a sole source provider for the organization and production of an additional concert scheduled for August 15, 2025. Council will also consider approving an additional $10,000 to support the concert.
  • Consider receiving the Strong Mayor Powers Report for information.
  • Consider accepting the designation of host municipality for the 2024-2025 year and collecting the Dedicated Gas Tax Funds for Public Transportation Program Funds on behalf of the Municipality of Leamington and the Town of Kingsville.
  • Consider approving a by-law to borrow funds for municipal capital drainage performed on the East Branch of the Atkinson Lockery Drain.
  • Consider approving a by-law to levy taxes for the year 2025.
  • Consider issuing the requested Letter of Concurrence confirming that LandSolutions Inc., on behalf of Telus Communications Inc. (TELUS), has met the consultation requirements to the satisfaction of the Municipality for the installation of a 45-metre lattice tripole telecommunications tower on the lands known municipally as 492 County Road 37.
