At the Leamington Council meeting of Tuesday, September 26, 2023, Council:

• Provisionally approved Consent Applications B-18-23, B-19-23, and B-20-23 and approved a Zoning By-law Amendment (ZBA) for Aphria Inc.

• Confirmed the 2023 property tax adjustments as outlined in Schedule I and II of the corresponding report from Finance Services.

• Approved the 2022 audited consolidated financial statements for the Corporation of the Municipality of Leamington and authorized their publication.

• Approved transfers of the 2022 municipal taxation-funded surplus into reserves.

• Adopted a 2024 Fee Schedule.

• Approved changes in assessments outlined in the Engineer’s Report dated August 30, 2023, for parcels 530-44800 and the adjacent parcel.

• Authorized a Gas Station Water Services Agreement with Caldwell First Nation, Northwind Business Development GP Inc. for the purpose of the supply and distribution of potable water and certain other services.

• Awarded the contract for the installation of a Pedestrian Crossing at Cedar Avenue to Field Electrical Contractor Inc. in the amount of $108,728.55 excluding taxes.

• Awarded the contract for the Oak Street CIPP Relining project to Insituform Technologies Ltd. in the amount of $1,323,267 excluding taxes.

• Authorized the pre-selection of new Archimedes Screw Pumps in the amount of $1,192,201 excluding taxes; the issuance of a purchase order for the preparation of drawings to Spaans Babcock Inc. in the amount of $12,303 excluding taxes; and the approval for additional engineering fees to Dillon Consulting Limited in the amount of $15,500 for the Leamington Pollution Control Centre.

• Awarded the Leamington Pollution Control Centre Masterplan project to AECOM Canada Ltd. in the amount of $279,520 excluding taxes.

• Received inspection reports for the Leamington Union and Wheatley Water Distribution Systems.
