On March 23, 2023, members of the Essex County Ontario Provincial Police (OPP) Detachment Crime Unit, under the direction of the OPP Criminal Investigation Branch (CIB), arrested and charged an individual in connection with the death of a Kingsville resident.
On March 20, 2022, police were called to a Kingsville residence, where a 35-year-old individual was found unresponsive and later died at hospital. The investigation has revealed that the victim died due to an opioid overdose.
Douglas Darcy JARVIS, 54-years-old from Kingsville, has been charged with:
· Manslaughter S.236(b) Criminal Code
· Trafficking in a Schedule I substance – Opioid S.5(1) Controlled Drugs and Substances Act
The accused was held in custody and is scheduled to appear at a bail hearing before the Ontario Court of Justice in Windsor.
Between 2018 and 2022, the OPP Criminal Investigation Branch has investigated 30 occurrences where charges have been laid for Manslaughter and/or Criminal Negligence Causing Death in relation to fatal overdoses.
